In 1997, the Trinity River Authority of Texas (TRA), like other organizations across the country, reached the conclusion that burying their sludge (processed at the Trinity River Authority Central Waste Water Treatment Plant) was no longer a tenable solution for managing their residual materials. The daily amount of sludge produced was outpacing available landfill space. Simultaneously, the cost of landfill space and surface disposal had increased substantially and residents near the landfill were launching numerous complaints. As a result, TRA explored the alternative option of beneficial land application and their researches directed them to RENDA Environmental, Inc. (REI).

The same year, REI partnered with the Trinity River Authority of Texas to receive biosolids from the TRA-Central Waste Water Treatment Plant, and transport and land apply 135 dry tons per day of Class A biosolids. This partnership has demonstrated that Biosolids can be successfully marketed in areas surrounding large metropolitan communities. The beneficial land application program has dramatically curtailed residential complaints and regulatory investigations.
